When you finish the appropriate quests, you complete the hidden deed "The Queen Regent's Edict," and the required quests are listed on the Wiki page for that deed. Since it seems that all the required quests involve finding a pile of rust, I've even searched the quest text for all the quests I haven't done to see if they involve any rust. I've completed all the quests in the Dale-lands and Erebor, including all the quests listed on the "Trail of Rust" quest line and all the listed prerequisites from Eryn Lasgalen. I did the "A Darkness in Ruin" quest line through "The Darkness Remains," but Erna in Dale still doesn't have "Heralds of a New Age" for me. I've been having an issue opening the Lay of Rust and Rime quest line as well. So, the actual pre-requisites for unlocking The Lay of Rust & Rime are completing The Trail of Rust and the first five quests in the "A Darkness in Ruin" quest line. You need to have completed as far as "The Darkness Remains" on the "A Darkness in Ruin" quest line to unlock the Lay of Rust & Rime. Unfortunately I ran all the way down the quest line and did the epilogue, but am I now completely blocked from picking up the Lay of Rust & Rime quest line?
